Pre-Purchase Sewer Inspection in Ballwin
The City of Ballwin says its Sewer Lateral Repair Program is not intended to satisfy a home sale contingency, and it treats clearing roots once a year or less as normal maintenance. A pre-purchase sewer inspection records the visible condition of the accessible lateral on video, with written findings, so you have it before you close.
What Ballwin’s program will and will not do for a buyer
The City’s program can pay for repair of a failed section of a qualifying lateral, up to $4,500 per repair, and up to $7,500 where the City approves special circumstances (the City’s terms, not a price from us). The City says it is not a warranty program and does not cover normal wear while the lateral still functions.
It also says the program is not intended to satisfy a home sale contingency. When a buyer’s lateral inspection notes defects but the line has no history of the repeated blockage or failure the program looks for, the City says the repair is not covered. A new owner who later has a qualifying problem can apply under the normal criteria. The program does not pay for a video of the lateral either, so the inspection is yours to arrange. What you do with the findings is for you and your own advisers.
Roots once a year or less: where maintenance ends and a covered repair begins
The City treats roots that need clearing more than once a year as a covered repair, and roots that clearing once a year or less can control as normal maintenance. An application that shows only roots or minor defects must document a history of clearing blockages more than once a year.
A pre-purchase scope records roots visible in the section the camera reaches, where they appear, and how much of the pipe they seem to affect. It cannot show how often the line has been cleared, and it does not decide a fix. Cleaning can remove roots that are accessible, but it does not repair the opening they entered through.
Older clay laterals, a 1976 median, and a clear scope
Ballwin says most older sewer laterals in the city are clay pipe, which tends to crack, break, separate at joints and let roots in, and that those defects can exist while the line still works normally. The median year built is 1976 (American Community Survey 2019-2023 5-year estimates, City of Ballwin as a whole). A drain that works during a showing does not show what is inside the line, and the age on the listing is a poor proxy for it.
- Cracks, fractures, and offset or separated joints
- Roots, deposits and standing water, and visible pipe material when it can be identified
- Any part of the line the camera could not reach or view, and why
A clear scope means the camera did not record a visible problem in the section it reached that day. It does not prove the whole line, or the ground around it, is sound, and it does not predict how the line will perform.
Occupancy permits, City contacts and your inspection window
Ballwin requires an inspection and an Occupancy Permit before a new resident, tenant or business occupies a building. In the City materials we reviewed we found no sewer lateral inspection or certification tied to that process (none found, not a confirmed absence), so a buyer who wants evidence has to ask for it.
- Ballwin Inspections, (636) 227-2129, takes program, permit and occupancy questions. Public Works, (636) 227-9000, takes sanitary sewer repair permits and excavation in the street right-of-way (both the City’s numbers, not ours).
- Your purchase agreement sets the inspection window, and it can be short. Note your deadline when you request service, and confirm timing with your agent.
The program page is undated and does not state current funding, so confirm terms with Inspections. An inspection does not replace any City review. The Sewer Pros inspects and documents. It does not perform repairs or replacements.
When to call

An older home
Pipe age is one factor municipal sources list among possible causes of lateral problems. No rule sets an age at which a scope is required, so this is a buyer's judgment.

A short inspection period
Your purchase agreement sets the window, and it can be short. Request service early and note your deadline.

No record of the line's condition
If nobody can show you what the line looked like, a camera inspection gives you a record of what was visible on the day of the visit.

The program will not pay for the video
The City says its lateral program does not cover the cost of a video of the lateral or of cabling, and is not intended to satisfy a home sale contingency. A buyer who wants the line’s condition on record before closing has to arrange it.

Sewer Inspection, Diagnostics & Cleaning Services
The Sewer Pros provides sewer camera inspections, sewer diagnostics, sewer cleaning, hydro jetting, sewer line locating, and drain cleaning for residential properties. We document the conditions we observe so property owners, homebuyers, and property managers can understand the issue and consider appropriate next steps.

Sewer Camera Inspection
A camera inspection of the accessible sewer line, documenting what is visible. It can help identify observed conditions and support an informed next-step decision.

Sewer Cleaning
Remove buildup and obstructions from sewer lines when cleaning is appropriate. A camera inspection can help document line conditions before or after cleaning.

Hydro Jetting
Use high-pressure water to clean eligible sewer lines. Whether jetting is appropriate depends on the line’s observed condition.

Sewer Cleaning & Camera Inspection
Combine cleaning with visual documentation of the line. See what was observed and whether cleaning changed the conditions visible by camera.

Sewer Line Locating
Help identify the route of an accessible sewer line and locate a specific area when conditions allow. Useful when planning further evaluation or work.

Drain Cleaning
Address buildup or blockages in drains serving sinks, tubs, and other fixtures. The service focuses on the affected drain and the reported symptoms.

Pre-Purchase Sewer Inspection
Get a visual assessment of accessible portions of the sewer line before buying a property. The findings can help inform your due diligence.

Recurring Sewer Backup Diagnosis
Investigate recurring backups and document conditions observed during the inspection. Findings can help clarify what may be contributing to the problem.

Preventative Sewer Maintenance
Arrange sewer inspection or cleaning based on the line’s condition and service needs. Recommendations should be guided by observed evidence.
How we work
The inspection is the product
Finding out what is happening in the line is the job, not a step toward selling a repair.
You see the evidence
Conditions found in the line are documented so you can look at them yourself.
Sewer and drain specialists
Sewer inspection, diagnostics, locating, and cleaning, rather than general plumbing.
The next step stays your decision
If the line needs work beyond cleaning, you decide what to do about it and who does it.

Common questions about Pre-Purchase Sewer Inspection in Ballwin
In Ballwin
Who is responsible for a sewer lateral in Ballwin?
MSD states that the lateral line and its connection to the public sewer are private property, so the property owner is responsible for maintaining and repairing them. Ballwin’s City program can help pay for qualifying repairs under its own rules, but it is a cost program, not a change in who owns the lateral. Sources: MSD lateral line page; City of Ballwin program page.
Does Ballwin have a sewer lateral repair program?
Yes. The City runs a Sewer Lateral Repair Program funded by a $28 annual fee collected with the real estate property tax, which Ballwin voters approved in April 1999. The City says it helps with failures that would leave residents unable to live in the home, not normal wear. The program does not cover the building sewer under the house. Source: City of Ballwin program page.
How much does Ballwin’s lateral program pay?
The City’s standard cap is $4,500 per repair. The City may reimburse up to $7,500 for special circumstances such as deep excavation or street cutting and repair, or others approved by the City Administrator or designee. If the repair costs more than the cap, the homeowner pays the excess. If program funds are exhausted for the year, the owner pays the contractor and is reimbursed up to $4,500 when funds become available. Confirm current terms and funding with the Inspections Department. Source: City of Ballwin program page.
Do tree roots qualify for Ballwin’s program?
Only when they are a recurring problem. The City treats roots that can be cleared once a year or less as normal maintenance and does not fund them. Roots that need clearing more than once a year are a covered repair, and an application showing only roots or minor defects must document a history of clearing more than once a year. Source: City of Ballwin program page.
What does a Ballwin owner submit to apply?
The owner applies on the City’s MyGov portal with a $150 application fee and documentation of a structural problem that cabling cannot permanently correct, or that backups will likely continue. If the line cannot be opened by cabling, the application should include paid invoices from the cabling contractors describing the problem. Source: City of Ballwin program page.
Will the program pay for a problem found in a home-sale inspection?
Not unless the line meets the program’s criteria. The City says the program is not intended to satisfy a home sale contingency, and that defects noted in a buyer’s lateral inspection with no history of meeting its criteria are not covered. A new owner who later has a qualifying problem can apply. Source: City of Ballwin program page.
Does Ballwin require an inspection when a home is sold or rented?
Yes, a general one. The City says occupied buildings must be inspected and certified for compliance with the Ballwin Housing Code before a new resident, tenant or business occupies them, and new occupants need an Occupancy Permit. We found no sewer lateral inspection requirement in the City materials we reviewed, so this reads as none found rather than a confirmed absence. What should I do if sewage backs up in my Ballwin building?
MSD tells customers with a building backup to call 314-768-6260 so it can inspect and determine whether the situation qualifies for its limited assistance program. MSD treats raw sewage inside or outside a house, missing manhole covers and flooded streets as urgent reports. Source: MSD sewer backups page.
Do you repair or replace sewer lines?
No. We inspect, locate, diagnose and clean. That independence is the point: our recommendations are not built around selling a repair.

Cleaning and locating
Do I need to clean the sewer before a camera inspection?
Does a sewer scope include cleaning or hydro jetting?
No. A pre-purchase sewer inspection is a camera inspection. Cleaning is a separate service. If the camera cannot pass, ask what options apply. See sewer cleaning, hydro jetting, and sewer cleaning and camera inspection.
Can a sewer scope tell where a problem is in the yard?
A camera shows what is inside the pipe, not where the pipe sits in your yard. Sewer line locating can estimate a position from the surface, and a locate is an estimate, not a survey. Ask whether locating is part of your visit.
